I say he's up to something. He'll have stolen whatever it is that makes them so badass and used it on himself by the second last chapter in the story arc. That's how our beloved Victor operates. He's just being a little more conniving than usual, that's all. The sucking up is the extra touch to make his ruse more convincing.
You and me both. ... Of course, what would be really interesting is if Millar, with the ongoing time-travel/alternate reality stuff in his FF run so far, reveals that Doom is, in fact, his own tutor. An ancient, terrible Doom. Who teaches all Dooms, everywhere, how to be Doom.
Lies. Lies and Richardsian propaganda. Doom needs no Darth Sidious/Palpatine figure to make him a richer character. This guy saved his mother from hell by being a complete and utter bastard, to say nothing of making his girlfriend into a suit of tan leather armor. Doom is hard core. To pull something like this dilutes the character's badassery.
And that's not even touching on this whole Dark Illuminati thing where Doom is taking marching orders from Norman Osborn. . .

That'd be awesome.
